SAFS OBJECTIVE

The SAFS is an entry level program designed as an introduction to the sport of High Power Rifle Shooting for persons interested improving their shooting skills and getting involved in High Power Rifle shooting. Recreational shooters and shooters from other disciplines will benefit from this course. As a result of this training the novice shooter should be able to enter and safely participate in High Power Rifle competition.

SAFS DESCRIPTION

The SAFS is conducted by a team of highly qualified retired U.S. Armed Forces and civilian NRA Master and Distinguished Rifleman, High Power Rifle Instructor/Shooters augmented by volunteer rifle competitors from local clubs. The training emphasizes Range & Firearms Safety, Service Rifle Marksmanship Fundamentals and Techniques, Match Operations and Procedures, Zeroing (Sighting In), Characteristics and Operation of the U.S. Service Rifles M1, M1A (M14) and AR15 (M16) and Rifle Maintenance. The training includes classroom instruction and closely supervised Dry Fire and Live Fire Instruction Practice under individual trainer/coaches. (See Program of Instruction on page 4)

RAIN/ALTERNATE DATES

PECONIC RIVER SPORTSMAN'S CLUB

In the event of a weather cancellation of firing and as an option, participants may elect to fire on any of the monthly PRSC League Match dates in lieu of firing on Sunday. (See PRSC match program)

ELIGIBILITY

This event is open to the public. Adult civilians are required to be NYSRPA members. A special introductory, one year, membership rate of $15.00 will be available for non NYSRPA members. High Power Rifle competition is a sport requiring stamina and physical flexibility. All participants should be in good health and in reasonably good physical condition and be able to assume the prone and sitting firing positions for sustained periods. Youths must be at least 14 years old and members of an NRA affiliated club, BSA, ROTC, JROTC or a recognized youth organization.

All applicants must have previous experience and familiarity with firearms. This course is NOT for persons who have never handled firearms.

REGISTRATION FEES

Adult Civilians, two days= $50, Saturday only = $35.

U.S. Armed Forces, two days = $40, Saturday only = $ 30

Youths 14 thru 19, two days = $25, Saturday only = $15

Late registration (walk ins) Saturday ONLY, Adults =$ 35,

Armed Forces =$ 30, Youths = $15

ENTRIES ARE LIMITED

Seminar Phase (Saturday) 100, Range Phase (Sunday) 100 (four relays). The first 100 paid entries will be squadded for Sunday firing.

Students may elect to shoot on an alternate date.(see rain/alternate dates above)

REGISTRATION PROCEDURE

Mail in registration is required for all students, escorting adults and sponsors.

(See registration form enclosed)  Complete form and mail with check or money order.

Registration must be accompanied by full fees and entry form.

Registration for Peconic River must be received by April 26, 2003

Cancellations received prior to the above deadlines will receive a full refund.

A $10 cancellation fee will apply thereafter.

Entries will not be accepted for the range phase only.

Registrations will be confirmed if received by the above deadlines and accompanied by a self addressed stamped envelope or E-mail address.

NO REFUNDS FOR NO SHOWS.

CONDITIONS

Participants are required to comply with all safety rules and instructions.

Students are required to attend an participate in the complete seminar training on Saturday in order to shoot on Sunday.

All youths under age 18 must be accompanied by an adult sponsor or youth group leader. One (1) adult may sponsor and accompany a group.

Youths under 16 years old must be accompanied by a parent or legal guardian or submit written parental permission and be accompanied by a responsible adult as required by NYS Penal Law, section 265.20.

All students are required to act a scorers and target operators.

RIFLES USED FOR THE SAFS AND FOR LOAN

This training is limited to the U.S. Service Rifles, M1, M14 (M1A), M16 (AR15) or their commercial equivalents.

Service Grade M1 rifles are available for loan to students at no charge.

A limited number of AR15s will be available for loan with priority given to juniors and ladies.

Students borrowing rifles are required to purchase caliber .30 M2 ball or .223 ammunition which will be sold for $0.20 a round or $10.00 for 50 rounds. No other ammunition will be fired from borrowed rifles.

Students are encouraged to bring their own service rifles both days.

Personal firearms must not be brought into the classroom. Personal rifles should be brought to the afternoon dry fire training.

AMMUNITION

Live ammunition must not be brought to the Saturday seminar.

Armor piercing, incendiary and tracer ammunition not allowed.

Fifty (50) rounds of ammunition is required per shooter.

Students that bring personal M1 rifles may purchase .30 caliber M2 ball ammunition for $0.20 a round. Other commercial ammunition in caliber .223 will be available for sale. Ammunition is provided free to juniors and members of U.S. Armed Forces.

CERTIFICATES OF TRAINING

A certificate of training will be issued to each student that completes both phases of training. A certificate of training, issued by a CMP authorized SAFS or clinic, fulfills one of the requirements for the purchase a U.S. Army surplus service grade M1 from the CMP.

EQUIPMENT & CLOTHING

Hearing and eye protection are mandatory for the firing phase.

A limited number of shooting coats, mitts, gloves and mats are available for loan to students.

Students are encouraged to bring their own shooting equipment and clothing to include; rifleman jackets, spotting scopes or field glasses.

Students should wear appropriate outdoor clothing both days to include; warm clothing, sweaters, sweat shirts, denim or heavy cloth trousers, boots, hats and rain gear. Students should bring a notebook and pencil.

FOOD & BEVERAGES

Breakfast , lunch coffee, soda and snacks will be available at Peconic River both days.

There other hotels and motels in the Riverhead area.

VOLUNTEERS ARE NEEDED

Experienced High Power competitors are needed as volunteers to act as line trainer/coaches, to assist in administration and range operations. Volunteers should bring their equipment and ammunition as there may be an opportunity to shoot on Sunday. Volunteers are exempt from all fees and will be provided with lunch both days.

9:00-9:30 A.M. Safety Briefing, an in-depth discussion on Personal, Rifle, Pit and Range Safety

9:30-12:00 A.M. Fundamentals of National Match Rifle Marksmanship

*How to develop your shooting positions, mounting the rifle and use of the rifle sling for support.

*How to aim including, eye a relief, stock weld, spot weld, aiming eye focus, sight alignment and sight picture.

* How to control your breathing in Slow Fire and Rapid Fire

* Trigger Control Techniques, Follow Through and Calling the Shot.

12:00 A.M. -1:00 P.M. Lunch and movement to training areas. The students are divided into two (2) groups, Groups " A" &" B."

GROUP "A" DRY FIRE TRAINING AREA

1:00-1:30 P.M. Nomenclature, Characteristics and Operation of the M1, M1A and AR15. (Group "A" is subdivided into separate subgroups by type of rifle).

Demonstrations and hand’s on exercises on, the Safe Handling, Pre-Firing Checks, Loading, Unloading, and Clearing the M1, M1A or AR15. (Separate Groups)

1:30- 2:30 P.M. Group A

Techniques for Firing the National Match Course.

Practical Exercises (Dry Fire) covering, the Prone and Sitting Positions, Proper Use of the Sling for Support, Prone Slow Fire and Rapid Fire, Sitting Rapid Fire and the Standing Position.

GROUP "B" CLASSROOM1:00-1:45 P.M. Sight Adjustment and Zeroing

An in depth discussion and demonstration on how the sights work, Minute of Angle, Determining Sight Changes, Mechanical Zero, No Wind Zero, and Zeroing for Specific Conditions.

1:45-2:30 P.M. Match Operations

An in-depth Discussion and Demonstration on what you need to know as a Shooter, Scorer and Target Operator.

2:30-3:00 P.M. BREAK AND MOVEMENT TO TRAINING AREAS.

GROUPS "A" AND "B" CHANGE TRAINING AREAS

3:00-4:30 P.M. Training as above. Groups "B" Dry Fire, Group "A" Classroom.

4:30-5:00 P.M. Wrap Up, All students, instructors and trainers in the classroom.
